This November, the Dole Act passed the House, which is a major step towards funding for VET TEC again. We’ll let you know about a $2M grant for a bootcamp focused on low-income career changers, an OPM that acquired another OPM, and where the U.S. currently stands with Pell grants for short-term programs. A $2M FEDERAL GRANT + 1 BOOTCAMP ACQUISITION

• QuickStart has acquired Promineo Tech for an undisclosed sum.
• The U.S. Department of Labor has awarded Pursuit a $2 million grant provided through the Building Pathways to Infrastructure Jobs Grant Program to create a new cybersecurity program aimed at helping over 200 low-income and underemployed New Yorkers.
• CodeOp announced it is shifting to enterprise training only in 2025. 

VET TEC FUNDING PASSES IN THE HOUSE

• According to The Hill, the House has passed the Dole Act, which includes provisions for the Veteran Employment Through Technology Education Courses (VET TEC) program.
• Verizon and the Wounded Warrior Project announced a new partnership this month to help at least 1,000 veterans with upskilling opportunities through edX programs.
• Through its partnership with International American University (IAU), cybersecurity & networking bootcamp NGT Academy now accepts the GI Bill.
• Chekr, announced a new tech training and paid apprenticeship program called Catalyst for workers with a criminal background. HR Dive reports that Chekr will also be partnering with San Francisco Office of Economic & Workforce Development’s TechSF and The Last Mile to expand the program’s reach.
• IT Brew highlighted a new tech training nonprofit, I.c.stars, whose mission is to help young mothers find tech roles. 

ISA REGULATION + PELL GRANT EXPANSION

• According to Higher Ed Dive, the Republican chair of the House’s education committee, Rep. Virginia Foxx, urged lawmakers not to make changes to the 2011 guidance governing tuition-sharing contracts between colleges and third-party providers.
• Results from a federal study on Pell Grants for short-term programs that was run between 2012-2017 was released. The government report found there was no significant impact on employment rates or average earnings of students in the study, but those with bachelor’s degrees were 26 percentage points more likely to enroll in additional education if they were given a Pell Grant.
• Inside Higher Ed reports that Linda McMahon was nominated as the new education secretary by President-elect Donald Trump, and she is very interested in Pell grants for short programs. 

THE SKILLS-BASED HIRING ERA

• The National Conference of State Legislatures (NCSL) forecasts that by 2025, skills-based hiring will surpass degree requirements.
• Accenture and ETS have partnered to create a new model for talent management centered around skills-based job readiness.
• The quarterly report from Lightcast highlights a significant cybersecurity talent gap, which requires the need for upskilling professionals and skills-based hiring.
• A survey by General Assembly reported by HR Dive reveals that both executives and employees perceive entry-level workers as less prepared for job demands.
• A recent Cornerstone report says that “human skills” still outpace the demand for AI skills.
• A new report by RS shows that there were nearly a million open engineering roles posted this August, but only around 141,000 U.S. students graduate with engineering degrees each year.
• Sarah Kessler of The New York Times published a relevant article on the benefits of learning to code in an AI world.
• We Can Code IT is working with The Ohio Governor’s Office of Workforce Transformation to offer the Individual Microcredential Assistance Program (IMAP) scholarship to Ohio residents.
• WLOX did a spotlight on the nonprofit bootcamp Mississippi Coding Academy and their recent cohort of cybersecurity students.

2 NEW UNIVERSITY BOOTCAMP OPPORTUNITIES

• Springboard has partnered with the University of Arizona’s Continuing & Professional Education to offer five new bootcamps. 

• CMU TechBridge Coding Bootcamp has launched a part-time format aimed at professionals balancing work and studies.
